Chapter 5 of the acquis on public procurement aims to ensure transparency, equal treatment, free competition, and non-discrimination in public procurement processes. These principles apply to public contracts for works, services, and goods, promoting open competition and efficiency in the use of public resources. At the same time, specific rules are defined for coordinating public procurement in traditional contracting authorities and specific sectors. Specialized implementing bodies are responsible for monitoring and enforcing these rules, ensuring compliance with public procurement principles and handling complaints.
