Working Groups

The Working Groups are being created on the basis of essential issues within the framework of the EU Integration process of the country. Each Working Group is headed by two co-chairs and is made up of an internal expert of the Working Group and the regular members. Representatives of government structures (relevant ministries and agencies) will be offered to co-chair the working groups. In case they are not available, experts from the private sector and the non-governmental organizations will be reached. A Working Group includes one or some chapters of the EU Acquis and the sessions will focus on topics and issues related closely to the respective chapters. During each of the sessions of the Working Groups a Slovak or regional expert will be included to provide their expertise and experience of their country. The vast majority of the activities will be held in the capital, in order to raise awareness on the crucial importance of state institutions, recognized by the EU as the counterpart in the negotiations, in seeking the successful outcome of the reforms and the EU Integration. At least one third of the events part of the project are intended to be held outside the capital – in other cities of Albania. Experts and representatives of the civil society, representatives of the business community, agribusiness and social partners, researchers and representatives of universities and research centers as well as independent researchers are invited to apply and be members of these working groups. 

Expected results of the Working Groups

  • Preparation of policy recommendations during the sessions of the Working Groups;
  • Research conducted from the internal experts of the Working Groups;
  • Press releases and the spread of information using various means of communication and addressing state and non-state actors;
  • Publication of Monitoring and Evaluation Reports on the European integration process and negotiations for the chapters included in the Working Groups;
  • The establishment of a network of think-tanks in cooperation with other segments of society (government, entrepreneurs, local government, etc.), on current issues of the EU Integration.

Government Roadmap for Civil Society 

On 28 February,the Minister of European Integration Ms Klajda Gjosha participated in a meeting with stakeholders on the Government Roadmap for Civil Society. This important document aims to ensure intensification of cooperation and partnership between the State authorities and civil society in shaping up and implementation of public policies, as a fundamental feature of any modern State that serves its citizens.

It is one of the priorities of the Ministry of European Integration to deepen cooperation and engage in most intensive consultations with civil society on each step and initiative under the EU integration process“, Minister Gjosha said in the meeting where the Roadmap and its Action Plan were presented.

Elaborated by Albanian and foreign experts with prominent experience in the civil society sector, this Roadmap is expected to contribute to unlocking the potential stemming from the improved government and civil society cooperation,“ the Integration Minister added.

Minister Gjosha noted that the civil government as a whole, in the government’s philosophy is a crucial partner in all EU integration reforms and processes launched by the government. She said that these initiatives are challenging and motivating to establish mechanisms that ensure the widest and sustained involvement of the civil society sector in each step Albania takes in the integration course. “We are aware of the difficulties the civil society sector faces in pursuing its mission. We are also aware of the difficulties of the public institutions themselves in the context of an open and supportive cooperation with civil society. Our clear and genuine commitment is to eliminate these difficulties and make the journey together with civil society to uphold public interest”, the Minister said.

The Convention

Perceiving EU integration not as a mere institutional agenda, but as an ambitious development project being continuously determined from the whole society, the role of civil society and citizens actively committed is crucial to promote European values and raise awareness in the public opinion on the impact and benefits of EU Membership for Albania.

Establishing the bridge between state institutions and civil society and at the same time helping to increase capacities in both sectors special mechanisms are needed. To facilitate this process, an instrument successfully applied is the National Convention on the EU Integration. Being a unique model developed by the Slovak Foreign Policy Association between 2003 –2007 it was extended through the support of Slovakia´s bilateral development assistance (Slovak Aid) in Serbia, Bosnia and Herzegovina, Montenegro, Ukraine and Moldova. Successful cases of the project implementation were considered in Montenegro(http://eukonvencija.me/en/o-nacionalnoj-konvenciji/) and Serbia (http://eukonvent.org/)

The project’s “National Convention for European Integration of Albania” overall goal is to increase the participation of all segments of Albanian society (including the regions) in formulating and making of national policies. Special emphasis is put on EU integration effort of Albania as well as on promotion of cooperation of governmental and NGO sectors with the aim to strengthen capacities and capabilities in order to be able to meet all the criteria of the EU integration.

Project Goal

  • to institutionalize the public debate on EU related issues based on the partnership of governmental, non-governmental and business organizations;
  • to strengthen the expert capacities on negotiations on EU integration;
  • to engage the general public in national policy-making on EU related issues through establishment of the sectoral EU communities based on the model of the National Convention on the EU Working Groups;
  • to create the interactive and permanent information channel for all segments of the society;
    transfer the Slovak know-how in the field of democratic institutions building and permanent expert dialogue.

Project Impacts

  • establishment of the permanent, coherent and continual thematically structured debate forum focused on the relations between the EU and the State;
  • to support an elaboration of „national“ positions and creation of the national consensus in particular issues asserted by the state’s representatives towards the EU institutions;
  • strengthening of the governmental and NGO capacities for EU integration processes;
  • structured information on the EU based on the sectoral interests of the crucial segments of the society (expert and general knowledge improvement);
  • improve readiness of the state for integration into the international structures.

  • policy recommendations from Working Groups Sessions;
  • research outputs for the WGs’ (internal experts of the WGs) ;
  • press releases and press conferences (after each WG and Plenary session);
  • web page of the project;
  • printed publications (policy recommendations: Plenary Sessions plus WGs, research outputs of internal experts);
  • establishment of the think-tank network cooperating on the EU integration agenda issues with other segments of society (government, entrepreneurs, local governments, etc…).

WG – Environment (Chapter 27)

Different aspects of a society are included in various fields, while the issue of environmental protection includes pervasive factor that is especially pronounced in the EU in the form of sustainable development. Environmental standards in the EU are higher than anywhere else in the world. Given that Albania will have to take measures in terms of increasing the level of environmental protection, the group was formed in order to facilitate system institutions and civil society to work together in the appropriate way.

WG – Rural Development and Consumer Protection (Chapter 11,12 and 28)

Knowing the importance of farming to the prosperity of Albanian society and recognizing the scope for improving the situation in this area, also taking into account that these issues will be part of the negotiations on a stage of EU accession, it was realized the need for formulating recommendations that would improve the operation of the institutions of government and the non-governmental sector and contributed to strengthening of their cooperation in the issues linked with food safety and consumer protection, rural development and investment and funds included in three chapters of EU acquis – Chapter 11 – Agriculture and Rural Development, Chapter 12 – Food Safety and Chapter 28 – Consumer and Health Protection.

WG – Justice, freedom and security (Chapter 24)

This working group, thanks to the experiences of experts, is assessing topics  in the field of Justice, Freedom and Security, anticipating a further process of reform and EU accession. Within Chapter 24, among other topics, mainly discussed are asylum, migration, visas, combating organized crime, corruption, terrorism, which will furtherly reflect in the choice of the other possible topics.

Minister of European Integration Ms Klajda Gjosha receives the European Parliament’s Rapporteur for Albania Mr Knut Fleckenstein

Mr. Fleckenstein was interested to know about the involvement of the civil society in the reforms launched and measures in reinforcing human rights. As regards the fight against organised crime, the Rapporteur said that Albania must keep up its efforts and expressed willingness to assist Albania and provide assistance in areas where needed.

“There are three messages I wish to give, specifically: the importance of strengthening the rule of law, political culture and inclusion of the civil society in the reforms undertaken. You have a long way ahead”, Mr. Fleckenstein said.

Ministers Gjosha and Ahmetaj meet the Director-General for Enlargement at the European Commission, Mr. Christian Danielsson

The Minister of European Integration Ms Klajda Gjosha and the Minister of Economic Development, Trade and Entrepreneurship Mr Arben Ahmetaj had a working meeting with the Director-General for Enlargement at the European Commission, Mr Christian Danielsson.

The Ministers appreciated the commitment and assistance that the European Commission has been providing to Albania to advance the reforms, particularly in addressing the five key priorities that must be fulfilled until the opening of negotiations.

The meeting focused on the importance of accelerated implementation of the justice reform, since it would be a great push to Albania’s EU integration efforts. Meetings of the Working Groups tasked with monitoring the progress in the implementation of the five key priorities were also part of the discussions, with a particular emphasis on their effective coordination. Mr Danielsson said that all-inclusiveness is crucial to successful reforms, and expressed the European Commission’s predisposition to continue assisting our country
